India and UAE Deepen Education Partnership With Expanded Student Mobility and University Collaboration

India and the United Arab Emirates have identified education as a central pillar of their growing bilateral partnership, unveiling an ambitious package of initiatives aimed at strengthening university linkages, boosting student mobility, and enhancing innovation across schools and higher-education institutions.

The announcements were made during President Sheikh Mohamed bin Zayed Al Nahyan’s state visit to New Delhi on 19 January 2026, marking a significant step beyond traditional memorandums of understanding and signalling a long-term strategic alignment in the education sector.

Building on IIT Delhi and IIM Ahmedabad Campuses in the UAE

A key foundation of the expanded cooperation is the presence of offshore campuses of the Indian Institute of Technology (IIT) Delhi and the Indian Institute of Management (IIM) Ahmedabad in the UAE. Leaders from both countries emphasised that these campuses are only the beginning of deeper academic engagement.

Both sides encouraged universities and educational institutions to:

• Develop stronger institutional partnerships and joint research programmes
• Increase student and faculty exchanges to act as a “knowledge bridge” between India and the UAE
• Collaborate more closely in priority disciplines such as STEM, management, fintech, and emerging technologies

The initiatives are expected to enhance the UAE’s position as a regional education hub while giving Indian institutions greater international exposure and access to a diverse student population.

Fast-Track Visas and Joint Degree Programmes

At the heart of the new education-mobility pact is a streamlined framework designed to make cross-border study and research significantly easier.

Key elements of the agreement include:

• A fast-track system for issuing student and research visas, with a targeted 48-hour processing window
• Mutual recognition of academic credits between Indian and Emirati institutions
• Introduction of joint “sandwich-degree” programmes, allowing undergraduate students to study two years in one country and complete the remaining two years in the other

This approach is expected to attract Emirati students who traditionally look to Europe or North America, while also offering Indian students more affordable international study options within the UAE.

Lower Costs and Greater Access for Students

The agreement also creates new opportunities for branch campuses of UAE institutions, particularly those based in Dubai International Academic City and emerging education free zones in Abu Dhabi.

Under the new framework:

• Indian students can enrol in UAE branch campuses on home-tuition schedules
• Families may save up to 40 per cent in living costs compared to studying in Western destinations
• Emirati students gain easier access to leading Indian universities without long-term relocation

These changes are expected to significantly increase two-way student flows over the coming years.

Digital Credentials and Seamless Authentication

To support mobility and reduce administrative barriers, India and the UAE have agreed to work toward integrating India’s Digilocker system with UAE digital platforms. This integration will allow seamless authentication of Indian academic degrees and documents.

In parallel, the two countries will pilot a “digital attestation wallet” that:

• Stores transcripts and degree certificates on a secure blockchain ledger
• Is recognised by immigration and labour authorities in both countries
• Reduces document fraud risks for study, work, and post-study visa applications

This digital infrastructure is expected to improve ease of living and unlock broader economic and educational opportunities.

Innovation and Tinkering Labs in Schools and Colleges

Beyond universities, the partnership places strong emphasis on nurturing innovation at an early stage. Both governments have committed to expanding cooperation on Innovation and Tinkering Labs across schools and colleges.

The focus will be on:

• Hands-on learning in science, technology, and engineering
• Encouraging creativity, problem-solving, and entrepreneurship
• Creating a pipeline of talent aligned with future industry needs in both countries

Benefits for Employers and Corporate Mobility

The education pact also carries implications for businesses operating across India and the UAE. Dependants of international students will be eligible for one-year open work authorisation in the host country, while graduates can access a two-year post-study work visa.

These post-study visas can count toward:

• UAE Golden Visa salary thresholds
• India’s proposed Overseas Professional Card

As a result, multinational companies will be able to design early-career exchange programmes and talent pipelines with reduced immigration complexity.

First Intake Planned for August 2026

Recruiters and education officials expect the first cohort of students under the new framework to begin studies in August 2026, with an initial focus on STEM and fintech disciplines. The inaugural intake will be capped at 5,000 places, prompting universities and employers to begin engagement early.
