This move, announced by the Ministry of Interior in coordination with the General Civil Aviation Authority (GCAA) and National Authority for Emergency, Crisis, and Disaster Management (NCEMA), aims to enhance safety and promote innovation in line with the UAE’s “We the UAE 2031” vision.
Key Guidelines for Drone Use in Dubai and the UAE:
- Registration: All drones must be registered through the UAE Drones app or the official platform drones.gov.ae.
- Permits: Individuals must obtain permits for operating drones in public spaces or near sensitive areas.
- Designated Areas: Drones can only be flown in designated zones approved by the authorities. Maps are available on the UAE Drones app.
- Height and Range Limits: Users must adhere to altitude and range restrictions as specified in the regulations.
- No-Fly Zones: Flying drones near airports, military zones, government buildings, and residential areas is strictly prohibited.
- Amateur Use: Personal drones for recreational use must comply with weight and technical specifications outlined in the regulations.
- Safety and Privacy: Drones must not endanger public safety or invade others’ privacy.
- Insurance: Drone operators may need liability insurance to cover potential damages.
Phased Rollout of Drone Regulations
- Phase 1 (November 2024): Permitted drone use for companies and government agencies.
- Phase 2 (January 2025): Extended to individual users under strict guidelines.
- Future Phases: Will include expanded services, such as amateur flying operations and additional technological applications.

The National Platform for Drone Oversight was introduced to regulate drone operations and enforce compliance with the rules. Violations, such as flying in restricted areas or without permits, may result in fines, confiscation of the drone, or legal action.
